Oda did say elbaph's conclusion is gonna be nuts. We’re approaching the endgame! I guess sanji had a mental block because his father was a king. Good characterization. It's also a great callback to the baratie arc. He was content to just remain one of zeff's cooks and help the old man for the rest of his life even though his dream was to see the all blue. Sanji has always been a very loyal and caring person, so his character arc throughout the series has been learning that he doesn't need to always sacrifice his goals for the benefit of others. Conqueror's haki seems to require the self-confidence of someone who wants to be a king or leader (e.G. Luffy becoming king of the pirates, zoro becoming the world's greatest swordsman), so it makes sense that sanji is struggling a little harder to learn it himself.
