Basically, the biggest threat luffy poses is gifting others the confidence to access conquerors haki. Not all will obtain such a feat ofc, he can’t gift conquerors to people, but luffy can liberate all those he befriends into where they can achieve what they’ve always dreamed of and in doing so they can potentially achieve conquerors haki.
“You burden yourself with painful uncertainty…” is rayleigh telling sanji he needs the confidence and certainty one requires to achieve conquerers. Luffy already gave him what he needs, all he needs to do now is take it himself.
This is why imu is so threatened by nika. If they can only be killed by conqueror haki users, then someone who can grant others the capabilities of becoming one, would be a top priority to snuff out. Even better to obtain such a fruit and use it on your own army, which is why they have been hunting it down.
All that being said I could very well be wrong. But I’ve held this theory for a few years now and I thought I’d share. Especially after this chapter.
